In record speed, the Industrial Relations (Amendment) Bill was published in May this year, passed all stages in the Oireachtas in July and was enacted on 1 August. The stated intention of the Act is to promote harmonious relations between workers and employers. Significantly, the Act introduces a statutory definition of collective bargaining and where an employer does not engage in collective bargaining with either a trade union or an “excepted body”, a trade dispute can be referred to the Labour Court. The Act also introduces sectoral employment orders and re-introduces registered employment agreements.
