The Health Information and Quality Authority (“HIQA”) yesterday published a new Corporate Plan for the period 2016 to 2018 (“Corporate Plan”), which focuses on four key areas;  Safer Services, Better Care, Better Decision and the provision of Assurance.

The Corporate Plan envisages that in three years’ time HIQA will have:

  • acted in reducing the risk of harm and abuse to people using health and social services care and promoted their rights;
  • promoted sustainable improvement in the safety and quality of health and social care services;
  • publicly reported on the safety, quality and effectiveness of health and social care services; and
  • informed policy development and decisions about how services are delivered.

In outlining HIQA’s direction and focus for the next three years, the Chairperson stated that “People have a right to expect safe, effective, high-quality care when receiving health and social care services”.

HIQA’s Corporate Plan shows a continued commitment to remaining responsive to the changing policy and service environment. As outlined above HIQA has identified four key aims:-

  • Safer Services: which will help to protect and safeguard all service users;
  • Better Care: by working to improve health and social care services;
  • Better Decisions: by providing information and advice to help inform decisions about services; and
  • Assurance: by providing assurances to stakeholders and members of the public.

In order to achieve the above objectives, HIQA has identified five key areas; people, resource management, leadership, governance and management, quality management and business intelligence.

This Corporate Plan, has been the fruit of a six week public consultation period following which the Board of HIQA approved and submitted the Corporate Plan to the Minister for Health.

The Chairperson stated that “Our Corporate Plan was developed following extensive consultation and engagement with our stakeholders. It identifies HIQA’s priorities for the next three years, and describes what we intend to achieve and how we intend to achieve it. It also outlines how we will meet our core legal responsibilities, and how we will plan and prepare for the future.”
