The first public Policing Authority (“the Authority”) meeting took place yesterday, 25 April 2016 in Royal Hospital Kilmainham.

This was a historic meeting as it was the first of its kind since the establishment of the Authority in January of this year.

The Authority was established to oversee the performance of the Garda Siochana of its functions in relation to policing services. The Minister for Justice has described the establishment as “the most far reaching reform of the Garda Síochána in the history of the State”.

The Authority will meet eleven times this year and is required to hold at least four of these meetings in public each year. Members of the public are entitled to attend to observe the Authority in action.

The Authority has also published a consultation paper, inviting submissions from members of the public on the preparation of a Code of Ethics for An Garda Síochána. The aim of the Code of Ethics is to support every person working in An Garda Síochána to deliver the highest level of professional and ethical standards in their service to the public. The Code of Ethics will introduce the standards of conduct and practice for employees of An Garda Síochána and will make provision to facilitate the reporting by employees of wrongdoing in An Garda Síochána.

Although the consultation process is at an early stage, the Authority plans to publish the text of a draft Code of Ethics this Autumn.

The Authority has asked for submissions to be forwarded by email to info@policingauthority.ie  and by post to The Policing Authority, 90 King Street North, Dublin 7, D07 N7CV no later than 5pm on 8 May 2016.
