Leadership must set the tone from the top. Senior management is expected to:
• Actively endorse anti-fraud initiatives
• Allocate sufficient resources for training and risk management
• Create a culture where employees feel safe reporting concerns

A clear governance structure, with defined roles and regular board-level reporting on fraud prevention, is essential. The message is clear: a strong anti-fraud culture cannot exist without visible commitment from leadership.
