On 21 January 2014 the Member States, the European Commission and the European Chemicals Agency (ECHA) have agreed upon recommendations to harmonise the interaction between the evaluating Member State (''eMSCAs") and the registrants under substance evaluation. In particular, the document sets out guidance for a common approach and creates a level playing field for interaction between the parties. To this end, eMSCAs are recommended to make contact with the concerned registrants shortly after publication of the Community Rolling Action Plan (''CoRAP'') for the first year substances.
The recommendations are based on the experience gained from the first year of evaluations (2012-2013). It is important to note that, they are not legally binding and are not meant to be exhaustive. The need and scope of any interaction will ultimately be specific to each evaluation and is for the eMSCAs to decide.
